Yossarian was moved very deeply by the absolute simplicity of this clause of Catch-22 and let out a respectful whistle. (Heller, 1961) This kind of bizarre circular logic, which is obviously absurd and nonsensical, but is impossible to deny due to its own frame of reference. In the same way a person who tries to fully understand the past must be crazy, but if he is crazy he will then not have a genuine grasp of what happens. Again, a circular logic that wraps around itself and forbids any kind of rational in-roads into comprehension. The novel revolves around a kind of complex sense of dj vu that many of the characters express. Thus the chaplain has an "impression of a prior meeting was of some occasion far more momentous and occult that, of a significant encounter with Yossarian in some remote, submerged and perhaps even entirely spiritual epoch in which he had made the identical, foredooming admission that there was nothing, absolutely nothing, he could do to help him" (Heller, 1961). Two detective stories Essay For my English coursework I am going to explain the similarities and the differences between the two detective stories The Speckled Band written by Sir Arthur Conan Doyle and Forever After written by Jim Thomson. The Speckled Band was written in 1892, the detective in this story was none other than the famous Sherlock Holmes. The story was set in the 1890s so the people reading it at the time could relate to the story. Jim Thomson wrote Forever After but in this story there was no famous character, Jim Thomson had to create all of the characters from new. This means he had more flexibility to write the story. Conan Doyle was English and Jim Thomson was American. Obviously this would change the style of writing. Also The Speckled Band was written in 1892 and Forever After was written in 1960 so there was a large difference in the time it was written. This also means that the style of writing is different. The difference in age will also mean that when people read the story now, it will greatly affect how they can relate to it. In they1890s the people could relate to the speckled band because they where living in the same situation and the same lifestyle, but that was a long time ago so when people look at it now they might not be able to understand the situations and circumstances that they where in. The way of life has changed considerably. In the speckled band was written in the normal way of writing detective stories. There is a detective, a shady, typical villain, a spooky house, a suspect, many red herrings and a very difficult mystery to solve. The surprise in the story is when the mystery has been solved. Holmes already has a reputation before you even pick up the book. This gives Conan Doyle the advantage of not having to create a character. Dr Watson starts off the book by talking about all of the seventy odd mysteries he has witnessed his friend Sherlock Holmes investigate and solve. The he singles out one story in particular that he remembers this is the story of the speckled band. This makes you think that this story is special and is different from all of his other stories if this is the story, which he remembers in particularly. The story begins and a strange woman has arrived one early morning at Sherlock Holmess house. The author describes her as a lady heavily veiled and dressed in black. This told me that she is possibly mourning someones death; this creates a very dark and scary atmosphere, it also makes the reader very curious. This early arrival also makes the reader wonder what story this woman has arrived to tell and her appearance gives the impression that it could be a dark and frightening tale.

Besides this one, love also have another definition such as, the emotion of sex and romance; strong sexual desire for another person. The ideal romantic love—expressive of deep affection and warm feeling for another—is what we’ve been taught the true meaning of romantic love is. But according to the American Heritage Dictionary, romantic love can also mean the expressive of strong sexual desire for another person. It comes down to one question—Does the ideal romantic love really exist or not. According to Andrew Sullivan in the Love Bloat: Why Obsess Over Romance?, there is not such thing called romantic love as we idealized, and his opinion about romantic love is right; there is not such thing called romantic love.   Ã‚  Ã‚  Ã‚  Ã‚  In the Love Bloat: Why Obsess Over Romance?, Sullivan says that the concept of romantic love is crock by any serious person before the 19th century. 1. 0 INTRODUCTION This report is to address the real-life problem faced by The Body Shop and how the problem can be solved based on the functions of management. According to the information provided by The Body Shop website, The Body Shop has successfully created an image of being a caring company that is in helping to protect the third world workers and indigenous peoples. But behind the cuddly image lies the reality The Body Shop's operations, the Body Shop does not help the dilemma of the workers and indigenous peoples as well as put them on a pedestal in order to exploit people's idealism.Evidence from â€Å"What’s wrong with the Body Shop† (1988) stated that The Body Shop claims to be helping some third world workers and indigenous peoples through so-called ‘Trade Not Aid' or ‘Community Trade' projects. In fact, these are largely a marketing strategy as less than 1% of sales go to ‘Community Trade' producers, and it has been shown that some of the se products have been sourced from mainstream commercial markets. This is the existing problem faced by The Body Shop. Instead, if the problem of exploiting indigenous peoples cannot be solved, this leads to some impact on the specified environment especially customers and pressure group.Robbins, Bergman, Stagg, and Coulter (2006) have stated that organisations exist to assemble the needs of customers. Without planning the management of The Body Shop would not know how to be organised. Moreover, planning is the ongoing process of developing the business’ mission and objectives and determining how they will be accomplished (Higgins, 1994). Planning can provide direction to the management of The Body Shop in how they can do in reducing this problem.Meanwhile, control is the final link to management functions and function of monitoring work to check progress against goal and taking corrective action when required (Bennis, 2003). After the plans are established, The Body Shop’s management needs control to see whether their goal or plans were on target and what future actions to take. So, the Body Shop must start their steps by creating plans which are effective and powerful in reducing this event as well as in monitoring activities to make sure that the plans are accurate. 2. 1 PlanningIn reduce exploiting workers and indigenous peoples’ problem it is proposed that The Body Shop use operational plans. This is because operational plans are short term (Robbins et al. , 2006). This is link because the goal is set to be achievable by 2010. Robbins et al. (vi) Introducing a code of ethics The code of ethics provides guidance on everything from the simplest of questions to the most difficult ones on complex ethical dilemma. So a code which can guide the manager on how to prevent the exploiting problems can be included.For example, guide the managers to built trust between the workers and indigenous peoples, to define the problem accurately and what is the intention in making decisions. 2. 2 Controlling In this exploiting workers and indigenous peoples’ problem, the Body Shop is recommend to use the control process. This is because this process is useful and Robbins et al. (2006) stated that the control process including measuring actual performance, comparing actual performance against a standard and taking managerial action to correct the deviation.With this process, the Body Shop requires to measuring its actual performance. The Body Shop advise to measure the actual performance by collecting personal observ ation, statistical, oral, and written reports which is indicated by Allen (1988). After the measurement, the Body Shop can do comparing to determine the degree of variation between actual performance and performance standard with are the goal and the plans suggested above. If the variation is exceeding the acceptable variance, immediate and basic corrective action must be taken by the Body Shop to correct this variance.However, Allen (1988) stated that immediate corrective action is more efficient while basic corrective action is more effective. Thus, the Body Shop must take actions depend on how effective or efficient they target the actions to be. In order to reduce the exploitation, the Body Shop also proposes to use bureaucratic control. This is because bureaucratic controls emphasizes organisational authority and relies on administrative rules, policies and procedures (Robbins et al. , 2006). In the part of planning, there are a lot of plans are that identified with policy, agr eement and procedure.Consequently, The Body Shop must link them together to make sense. However, according to Robbins et al. (2006), managers need suitable tools for monitoring and measuring organisational performance. The tools for controlling organisational performance are called feedforward control, concurrent control and feedback control. 2. 2. 1 Feedforward Control Feedforward controls allow managers to prevent problems rather than having to correct the problems (Robbins et al. , 2006). The management of The Body Shop must sort out some actions which can prevent the problems occur. Feedforward control is the most desirable type of control.This is because this control can avoid led to waste or damages. The actions that the Body Shop can take in feedforward control are: (i) Establish some incentives to the workers or indigenous peoples whose performance is up to the task. For example, provide 15months wages per year, health care policies, and transportation. (ii) Provide some tra ining or guidance to the factories’ managers to ensure them has appropriate behavior in controlling the workers. 2. 2. 2 Concurrent Control Concurrent control is the control that takes place while a work activity is in progress (Allen, 2006).In this moment, the management of The Body Shop can monitoring their factories managers and corrects the problem before they become too costly. The actions that the Body Shop can take in concurrent control are: (i) Organising a direct supervision. For example, if there have some mistakes in abuse the workers’ wages or terrible managers’ behavior, the created team must directly correct them. (ii) Monitoring the managers. When the problem occurs, the Body Shop should organise a seminar to brief the managers in monitoring any problems that should be corrected.This can prevent more expenses need to bear before the misleading problems become more complex. 2. 2. 3 Feedback Control In feedback control, the control takes place after the activities are done (Robbins et al. , 2006). Feedback control is the most popular control. This is because feedback control can provide information on how effective their planning efforts were as well as enhance workers motivation. The actions that the Body Shop can take in feedback control are: (i) After the goal is achieved, the created team necessity does surprise visits to their outlet or factories in different countries.In this visits, the Body Shop will receive some useful or meaningful information to formulating new plans. (ii) Organise some survey for the workers. The survey maybe about the behavior of the managers. Through these kinds of visits and survey, the Body Shop organisation can understand whether the managers still follow the policy, agreement or procedure or not. 3. 0 CONCLUSION To reduce the exploiting workers and indigenous peoples’ problem, the Body Shop must indicated planning and controlling. The evidence stated that planning and controlling are t he most important and useful ways to reduce the problem.In planning, the operational plans which are short term, specific and standing are suggested. However, in controlling, the process of control and bureaucratic control is more appropriate in achieve the goal. Story About Myself

It was a struck twelve at midnight on 20th April 1994, one loving couple of husband and wife had been taken to the hospital by the ambulance, because the they will have their second son from their marriage. It was rainig cat and dog. When they arrived at the emergency section case, a gorgeous 9 month pregnant woman were taken out from the ambulance and was rushed to the labour room by the nurse. When the clock 4. 08 in the morning, one cute and adorable baby boy with 3. 45kg weight was born to the world. After one week get home from the hospital, my parents took 6 days to find a suitable name for me and at last they found a suitable and interesting name to me, the name that they gives to me is Muhamad Afifuddin bin Mat Husin. On year 2011, at 3rd January I registeread as a form 5 student after 1 at one of the school in Kompleks Sekolah-sekolah Wakaf Mek Zainab, Kota Bharu, Kelantan it was SMK Putera and also known as Kelantan Sport School. It was my first day at school as a senior student. On these year I will face a national examination known as Sijil Pelajaran Malaysia ( SPM ) examination that will decide my life in the future after I finished my study at school. First and foremost, I would like to tell about my family background . In my family I have 3 siblings 2 boys and 1 girl, include me. The first one is my brother, his name is Muhamad Akmal he was born on 15th July 1991 at Sungai Petani Hospital, Kedah. He know studied at Tun Hussein Onn University of Malaysia ( UTHM ), Johor on 4th January 2011 he registered at the university and start his second semester. The second one is me Muhamad Afifuddin I was born 20th April 1994 at Baling Hospital, Kedah. On 20th April also the date of birth of our prophet Muhammad s. a. w. The last one is my sister Nur Nadiah she was born on 16th March 1998. She was studied at Maahad Muhammadi Perempuan, Kota Bharu, Kelantan. On 3rd January 2011 she registered as Form 1 student at there. I also have 2 loving parents that take care all of my siblings, my fathers name is Mat Husin bin Lebai Mat he was born on 19th December 1957. he works as health care assistant at Klinik Kesihatan Badang. My mothers name is Zainon binti Mamat, she was born on 10th June 1960 and she work as a community nurse at Klinik Desa Kijang. The next things that I want tell is about my characteristics. First one is I’m was a friendly person, I like to make new friend at every place that I visit. I’m also not choosing when I make new friend, now I have a lot of friend and some of them are from different races like Thai,Indian, Christian and Chinese people. Some of my friend I met at school, taekwondo training centre and taekwondo tournament, all of them also a friendly person. The second one is, I’m also a helpful person I like to help all people especially people in trouble. When I’m at school I always help my friend that have problem in study and problem in other thing, I also like to help the teachers when they need a help from me. If we help other people that have problem and in trouble they will help us when we need their help. The last one about my characteristics is I’m also an active person. At school I join Fire Cadet I participate all the event that have been held by the Fire Cadet and school. Join the Fire Cadet was the one of the co-curiculum at school. I also active in taekwondo, I partipate in all the tournament that have been held. In tournament win and lost was the custom in a tournament, if we lost we must redouble our efforts to win in the other tournament and if we win we must maintain winning in every tournament and always increase our performance. In addition, I’m also have many hobbies that gave many benefits to me. My first hobby is playing football, I’ll play football at 5. 0pm everyday at my village near Kelantan’s River. I’ll play football with my friend, we play football for our health sometimes we held a tournament among us and the winner will get present. When we held a tournament like that we can increase our stamina, sporting spirit and join our friendship. My other hobbies is playing cyber games, I’ll play cyber games once a week on Saturday because when school season I’ll focus on my study. When the school holidays coming I’ll play cyber games every day but I also spend my time on my study. Sometimes I play the cyber games at the cyber games and sometimes I’ll play the cyber games at my house, normally I always play at my house. I play those cyber games with my cyber friends that comes from the entire world, I’ll also get many friend when I play those cyber games. I like visit interesting and historic place like Melaka, Pulau Langkawi, Terengganu and other place, that’s also one of my hobbies, when I visits those place I’ll know information about it like history of those place. On the other hands, I have many favourites things likes favourites food, drinks, colour and sport. First is about my favourite food, I like to eat maggie tom yam because I like spicy food, I also like nasi lemak because some state in Malaysia have their own nasi lemak. In state of kedah their nasi lemak is spicy because all people that lives at the north likes spicy food. My last favourite food is char kuey teow original made from Penang their char kuey teow was so delicious. Next, my favourite drinks is orange juice because orange juice has many vitamin C that’s helps in absorb iron. I also like â€Å" teh tarik † because it can prevent iron in the body. My favourite colour is blue, black, orange and white and I always ensure that things that I bought have at least one of those colour. The last of my favourite is sport, my favourite sports is rugby and football in those sports they play as one team and the must have collaboration among the team members if they want to win in every tournament they played. The team also should have a head of an efficient and caring of his team mate. I also like taekwondo because in this game we must have agility of the body and quickly make the right decisions when we sparring in the ring. Last but not least, my ambition or career when I finished my studied at university. I want to be a professional photographer because I likes to takes picture people, scenery and animal, I hope I can have my own photo studio world-class that have all equipment for photoshoot session . I likes these profession when I saw a programs in television that show a professional photographer snap a picture of people, animal and others, their artwork were respected by everyone in the world and some of them celebrities comes up for grabs because of their beautiful artwork. All of them become success person in his life and his profession. Their life full of wealth and luxury but that not the points I like these profession, I like these profession because I want to show my artwork to the whole world and I want they respected and revered it. I also want to be the first Malaysian professional photographer that show to the world that Malaysian people also can be a famous people the world and success in their profession and life.

In examination of each culture?s techniques, we find that they are in complete contrast of one another like their places on earth. Each system exemplifying one side of the extremes. We are left to ponder which of the two ideals are superior. Which arrangement of life will benefit the individual as well as society to a greater extent? The answer, however, lies not in the option mentioned above. Rather, the ideal life structure for anyone to be risen by is that which combines the two sides of the extremes thereby extracting the best of both worlds. The American upbringing is described as a "U" by the author. In such circumstance, youth and old age are the apexes of human constraint. The child is quickly taught through physical and psychological means that their wishes are irrelevant to what their parents deem ?ideal? for them. With the passing of time into adolescence and eventually adulthood, freedom is gradually fueled until financial independence is achieved. However, independence and free will are slowly siphoned during the first signs of mental deterioration at old age. One leaves the earth as they entered it under the care of others. In sharp contrast, the Japanese mannerism of raising children is noted by Benedict as an upside down ?U?; depicting the level of restraints one will experience throughout their life. The greatest amount of freedom occurs at the genesis and decline of the human body. In between the two tips of man?s lifeline, a psychological birdcage traps and stagnates the development of free human indulgence. Quite the reverse of what is seen here in North America but nonetheless a valid one. In any system, such as government, the wisest choice is a mixture between the two conventions of the extremes. In North America, and especially Canada, government is neither totally towards a capitalistic nor socialist, communist system. These governments have blended capitalistic with socialist, communist ideas. These nations possess private ownership, a capitalistic idea yet also have public education, a socialist, communist idea. Yet, could any of us imagine doing without either of these? The ideal human lifeline should be arranged no different from government itself. A median of the American and Japanese systems ? compromises of freedoms and restrictions throughout life. In the beginning, it is important that guidelines be set for the child when he/she is exposed to their new world. Firm disciplines are necessary to foster an understanding that they are not supreme in their new world. However, it is equally important to allow for a certain amount of freedom to maintain a loving and affectionate relationship. As one develops and matures into adulthood, independence should also be increased. That is not to say total freedom is allotted. Given in abundance, the end product is usually egotism and an inability to work and cooperate to others in the workplace. Certainly, humility must also be an ingredient in the solution. The final stage of life should see certain liberties taken away from the mentally deteriorated, yet the elderly deserve the right to ! decide their abilities and limitations. At this point in life of retirement, after decades of hard work, he/she has earned the right to enjoy life without restraints. A well balance between liberty and restriction throughout life is the key to a content, yet responsible, individual. Neither the American nor Japanese pattern of life tends to be complete. Each holds its strengths as well as weakness. In this world of stubborn and adamant behaviour, shouldn?t we all look towards a compromise?

Buster Buster Buster By Maeve Maddox A reader has a question about the word buster: Is the word buster ebonics or not? Where does this word come from? And how is it formed? The reader does not specify which of the several uses of buster prompted the question, but in any case, the word was in the language well before any significant development of the English dialect known as ebonics. Note: For readers unfamiliar with the term ebonics, the word was coined in 1973 and defined in 1975 by its proponents as â€Å"the linguistic and paralinguistic features which on a concentric continuum represent the communicative competence of the West African, Caribbean, and United States slave descendants of African origin.† The term quickly proved to be unwieldy and politically charged. A more neutral name for the distinctive English dialect associated with US black culture is African American Vernacular English (AAVE). The first nineteen or so  Africans  to reach the English colonies arrived in Jamestown, Virginia in 1619, brought by Dutch traders who had seized them from a captured Spanish slave ship- just five years after the first documented use of buster in English. In the earliest citation in the OED (1614), buster is used to mean â€Å"a person who or thing which ‘busts’ a specified thing, or causes it to break or burst†: Now death, I pray thee what is it, but a buster of bonds; a destruction of toyle? (i.e., Death is seen as a â€Å"buster† of figurative chains, freeing people from bondage and toil.) This meaning of the word is evident in various terms. For example, a parent or babysitter might say to a child, â€Å"Time for bed, Buster.† On the other hand, someone being annoyed by a stranger might say, â€Å"Don’t come any closer, Buster, or I’ll call a cop.† The popularity of Buster as a nickname for little boys may owe something to the fame of the actor Buster Keaton (1895-1966). The son of vaudeville performers, Keaton was famous as a child actor long before his adult successes. According to legend, he acquired his nickname when he fell down a flight of stairs and Harry Houdini, who was present, quipped, â€Å"That was a real buster!† Keaton’s father immediately created â€Å"Buster Keaton† as his son’s stage name. The comic book character Buster Brown, created by cartoonist Richard F. Outcault in 1902,  was another cultural icon that popularized the name Buster. When a shoe manufacturer adopted the character as its logo in 1904, the name received a boost from national advertising. I suspect that plenty of Americans of a certain age can still sing the Buster Brown jingle. Buster is popular as a name for pets. With the diversity of cultures around the world, the creation of norms and practices among dominant groups often creates a clash among members of the minority – ethnic groups which in turn necessitates into conflicting ideals and values. Thus, the process of ethnic conflict occurs during the eventual analysis of how groups view the current status quo as a barrier for their practices and norms. Defining Ethnic Conflict In defining ethnic conflict, various scholars have come up with various interpretations on as to how such problem emanates. Due to the variety of conflicts and problems created by the said incident, creating a standardized definition would only broaden the scope of such area. Seeing this, various approaches have been made and created several theoretical bases for the explanation of the realm of ethnicity. Seeing this, it may be right to define ethnic conflict to be â€Å"particular kind of such disputes about political, economic, social, cultural or territorial issues between two or more actors in which at least one of them is an ethnic group that defines causes, consequences and potential solutions of the conflict along an actual or perceived discriminating or otherwise distinctive ethnic divide† (Wolff, 2006). The creation of such conflicting patterns necessitates groups to conduct violent means to address the issue and change the status quo. â€Å"Given the lack of agreement on both substance and process, parties tend to turn very often and easily to force-based options, because force seems to be the only common language that both sides understand and honor† (FPDL, 2006). In the end, there is a need for dialogue to cater better understanding and create necessities for change. â€Å"The potential of conflict to generate learning, stimulate creativity and deepen relationships is realized only if we are able to understand its underlying causes and to mutually recognize and respect each other right to address own needs† (FPDL, 2006). The Kurds: A brief historical review The Kurdish people in general are relatively large in number and comprise of various settlements living in various countries. â€Å"In 1987, estimates suggested that probably numbering close to 16 million Kurds, inhabits the wide arc from eastern Turkey and the northwestern part of Syria through Soviet Azerbaijan and Iraq to the northwest of the Zagros Mountains in Iran, represented the population of what has been referred to as Kurdistan† (Global Security.org, 2008). Kurdish movement in various places in the world can be attributed to many factors that have been evident in history. These significant events have been significant in migration of Kurds in different countries and societies. These examples â€Å"such as the failure and collapse of the Mehabad Republic in 1946, collapse of the movement in Southern Kurdistan in 1975, the use of chemical weapons by the Iraqi government against Halabja, Badinan and other areas of Iraqi Kurdistan, and the refugee exodus from there after the uprising and aftermath of the Second Gulf War in 1991† (Sheikhmous, 1998, p.1) Throughout history, the Kurdish people have sought for independence and the recognition as a national entity. However, all the bloody revolts that have been made were all in jeopardy as no movements have ever been successful in the practice. â€Å"Some of the frequent Kurdish revolts in the twentieth century have sought autonomy; others avowedly aimed at complete independence in a sovereign state† (Harris, 1977, p.113). In the end, such events catapulted the rise of many conflicts among neighboring states. This in turn ended up in the escalation of violence and conflict within the region. Inter-ethnic conflict The process of inter-ethnic conflict among the Kurds can be seen in their neighbors such as Iraq and Turkey. On the other hand, there are also incidents of conflict in the Southern Kurdistan and mainly involves the Iraqi KDP and KDPI. â€Å"Among the most obvious types of inter-ethnic conflicts are those that have taken place between the Kurds and the majority ethnic groups i.e. the Arabs and their power elites, since the establishment of the state of Iraq in the 1920’s and their inclusion into the state against the will of their own majority† (Sheikhmous, 1998, p.2) Conflict against neighbors Similarly, occurrence of conflict can also be cited by Kurds against several states bordering the region; namely Turkey, Iran, Syria and Iraq. These conflicts primarily occur due to the intervention of these states in the country’s political affairs and clashes with other ethnic groups. Kurdistan geographical position became an instrument for several states to equally pursue their interest over such region. This is done by â€Å"supporting one or the other party in the competition for power and resources, by inciting incidents of disagreements and war, and by luring one or the other party with false promises and temptations† (Sheikhmous, 1998, p.3) On the other hand, the same situation applies for Kurdish movements. They in turn are guaranteed support only to realize in the end that they become just pawns in the overall plans of each neighboring state. â€Å"The Kurdish movements, too, due to their consideration for their own sectarian interests only, rather than those of the Kurdish nation as a whole, become an easy prey to these cynical games of medieval power politics by the governments of these regional states† (Sheikhmous, 1998, p.3) In the end, the welfare of placed under jeopardy due to such interference and intervention of other states. Creating Solutions Seeing this, there are varied solutions practiced and suggested to improve the current scenario of ethnic conflict within the region. Neutral states can act as both mediators and negotiators in the peace talk’s process between two competing parties. â€Å"Strong mediation by forceful negotiations from the United States and Europe might be able to convince the two Kurdish parties in Iraqi Kurdistan and to return to a peaceful process with formation of a wider new coalition government and holding a new democratic elections under international supervision† (Sheikhmous, 1998, p.3). Economic benefits may be included in the talks so as to encourage parties and states to comply. With the help of international organizations such as the UN, the process can effectively create confidence-building measures and improvements in the region torn by continued conflict and violence. â€Å"A lifting of UN sanctions on Iraqi Kurdistan together with an increased package for economic aid will certainly influence the parties towards more cooperative relations because they will become more self reliant and escape influence from Iraq, Turkey, and Iran as a result of sanction busting along their borders along their borders for customs duties† (Sheikhmous, 1998, p.3). Lastly, peacekeeping solutions can be enforced and help create a better democratic society. In addition, there needs to be an active involvement among groups who partake in the process to create a civil society that addresses the concerns of these ethnic groups. With the â€Å"establishment of interest groups and institutions for the advancement and strengthening of a civil society together with institutions for the preservation of human rights and respect the rule of law together with well trained cadres in conflict resolution would further enhance cooperative relations within Kurdish society† (Sheikhmous, 1998, p.4). The Viewpoint Of Developers Background Of Study Construction Essay Nowadays, building quality has been one of the important factors to satisfy customers. The priority of the customer is mainly based on quality rather than cost. In todays economy competition, it is getting more fierce and cruel than before. Products with good quality can attact buyers to purchase, therefore the pressure has been formed from customers leads the developers to provide the building product with excellence quality (Connections Magazine 2003). Connie (2001) acknowledges that facilities, exterior and interior design are included in building quality. Due to the inconsistency in construction quality, the naissance of Construction Quality Assessment System or CONQUAS by the Construction Industry Development Board Singapore (now known as the Building and Construction Authority (BCA)), in conjunction with major public agencies and some leading industry professional bodies and organisations, had been designed to measure the construction quality level in construction industry in year 1988 (The National House Buyer Association 2008a). The CONQUAS has been evolved in seventh edition which renamed as CONQUAS 21. Although having the different name, but still, QLASSIC aka Construction Industry Standard (CIS:7) serves the same objectives as CONQUAS 21. Quality Assessment System in Construction or QLASSIC was developed by Construction Industry Development Board (CIDB) Malaysia together with various professional bodies, association, universities and government agencies to resolve the inconsistency construction quality. It is designed to standardise the quality standards in construction, to evaluate the performance of the construction, to have a proper standard of assessment system as well as to collect data for statistical analysis to continually improve quality of construction (The National House Buyer Association 2008a). In other words, QLASSIC can be served as a quality yard stick for the construction industry and is able to let outsiders to compare relatively and quantitatively the quality of workmanship between construction projects. Furthermore, some developers can set a CONQUAS score as a target for contractor to achieve (Building and Construction Authority 2008). Once the contractor has reached the targeted score, he will be awarded, but if the contractor is below the base line, he will be penalised. This will encourage the contractor to provide a superior building product. Both CONQUAS 21 and QLASSIC are an independent assessment which is conducted by inspectors from BCA Singopore or CIDB Malaysia. Sample of building will be selected randomly and inspected to represent the quality of overall project, means that the inspection will not evaluate and measure every single unit in the project (The National House Buyer Association 2008a). Problem Statement Recently, people are more concerned about quality achieved in building project. So, many people will hesitate whether the property is up to the standard and worth to purchase with the amount of money that they pay (The National House Buyer Association 2008a)? Building project with high quality can ensure future marketability and enhances the clients confidence to the building (Building and Construction Authority 2008). Therefore, developers should deliver the final building product with high quality standard to the purchasers. Quality is always being emphasized in a construction project, the establishment of CONQUAS 21 or QLASSIC is an additional assurance for the developers to ensure the quality of the workmanship in the project is infallible. Moreover, the result of the assessment can present impartially the overall quality of the completed project as well as represent the performance of the building by the developer and the contractor. Furthermore, the higher score of the building can give a great sense of confidence to the house buyers to purchase the houses. However, some developers in Malaysia are adopting either CONQUAS 21 or QLASSIC to ensure the quality of the product. There is no study being conducted regarding the preference of application of these two assessment methods. Therefore, a study on preference of application between CONQUAS 21 and QLASSIC will be proposed to find out the preference of developers. At the meantime, the researcher also wants to compare the application between CONQUAS 21 and QLASSIC and to determine the advantages of applying CONQUAS or QLASSIC. Finally, the researcher also wants to find out the constraints when implementing CONQUAS 21 or QLASSIC. Project aim and objectives Aim The aim of this research is to study the preference of application between CONQUAS 21 and QLASSIC from the viewpoint of developers Objectives In order to achieve the aim mentioned above, several objectives are created. To compare the application of CONQUAS 21 and QLASSIC; To determine the advantages of applying CONQUAS 21 and QLASSIC in construction projects; To examine the problems or constraints when implementing CONQUAS 21 and QLASSIC in construction projects; To find out the preference of developers in the application of CONQUAS 21 and QLASSIC and the reasons. Key Questions The following key questions are formed in order to achieve the objectives: What are the differences between application of CONQUAS 21 and QLASSIC? What are the advantages of applying CONQUAS 21 or QLASSIC? What are the constrains or problems to be faced when implementing CONQUAS 21 or QLASSIC? Which type of construction quality assessment system is more preferred among Malaysian developers? Importance and benefits of study This study is to find out the preference of developers on application of CONQUAS 21 and QLASSIC. This can gather the opinions from developers in order to determine which construction quality assessment system is more preferred among Malaysian developers. Besides, this study also can increase the level of awareness for the Malaysian developers who do not apply either CONQUAS 21 or QLASSIC. Other than that, the research also focuses on the advantages and constraints in applying CONQUAS 21 and QLASSIC. The benefits of this study provide better understanding to the developers about the advantages when applying CONQUAS 21 or QLASSIC and encourage them to apply either system for further improvement in the quality aspects of construction projects. Besides, this study highlights the constraints when implementing CONQUAS 21 and QLASSIC so that developers are aware of these issues and able to avoid or mitigate them for effective application of the aforesaid construction quality system in their construction projects. Scope of study To achieve the objectives mentioned, this study will just focus on two construction quality assessment systems, namely, CONQUAS 21 and QLASSIC. This research does not include other construction quality assessment system such as European Association for Quality Assurance (ENQA), Project Quality Performance in Hong Kong developed by Chan (2001) and Blueprint in United States developed by the Quality Performance Measurement Task Force (QPMTF) of Construction Industry Institute (CII) (Stevens 1996). Additionally, the researcher will conduct an in-depth study on the advantages and constraints of applying CONQUAS 21 or QLASSIC. The researcher will also cover the preferences of application between CONQUAS 21 and QLASSIC from the viewpoint of developers. Data collection will be done by conducting a structured interview among developers in Malaysia to ascertain the advantages and constraints of applying CONQUAS 21 and QLASSIC and to find out the preferences of developers in the application of CONQUAS 21 and QLASSIC and the reason. Due to time constraint, the structure interview will be conducted on developers, which are registered under Construction Industry Developer Board (CIDB) within Selangor and Kuala Lumpur area only. Thus, the contractors as well as developers from other states will not be considered for this study. Methodology In order to achieve the objectives of this study, there are two methods to be used to collect data, they are respectively the primary data sources and secondary sources. Primary Data Sources The second, third and fourth objectives, which are determining the advantages of applying CONQUAS 21 or QLASSIC, problem or constrains when implementing CONQUAS 21 or QLASSIC and preference of the developer in application of CONQUAS 21 and QLASSIC and the reasons, can be obtained by conducting structured interview. Structure interview will be conducted with developers who adopted both CONQUAS 21 and QLASSIC in the previous or current projects. The interview mentioned will be conducted within Selangor and Kuala Lumpur area. Secondary Data Sources Literature review is an essential material for researchers to enhance basic knowledge regarding to the research topic. Journal articles, government articles, newspapers, journals, books, magazines and internal research are used in secondary data sources. The review from those sources would complement the information for the first, second and third objective, which are compare the differences between application of CONQUAS 21 and QLASSIC, advantages and constrains of applying CONQUAS 21 or QLASSIC. It can be further proven by Kerzners (2009, p.875) study, he indicated that quality cannot be defined accurately, the major reason for quality depends on the view of the customer. Quality is always treated as a complicated term, the explanation is inadequate to help a quality professional fully understand the concept. However, quality experts define quality in a different way as well, which is based on the customers perspective, speciafication-based prespective (Assignment Expert n.d.). However, there is a modern definition derived by Prof.R.K.Gupta (2008) that quality is fitness for intended use. It can be explained as meeting or exceeding customer expectations. It can be further defined as the degree of fulfillment of customer needs and expectations by a supplier or service provider. Undoubtedly, quality is an essential element in a series of activities that has been preceived and value much by end users, not the suppliers. There are seven essentials of measuring quality, they are Functions, Safety, Aesthetics, Reliability, Longevity (product lift and maintenance), Service-delivery (effectiveness of marketing channel) and customer communication (effectiveness of communication channel). Those are the main elements to cover customers satisfaction and developers preception about quality of product (Prof.R.K.Gupta 2008). Davids study (cited in Joel E.Ross 2009) stated that quality can be summarised into five principal approaches, which are transcendentel view of quality, product-based view, user-based view, manufacturing-based view, and value-based view. The explanation of each view is shown as below: Transcendental view of quality cannot be defined, but it can be differentiated by looking product. For instance, advertisement. Product-based view quality is deemed as quantifiable and measurable characteristics. For instance, measure products durability or reliability (e.g. mean time of failure or finish) and design the product to the benchmark. Although this approach has a lot of benefit, but it has restriction as well. In fact, quality is mostly based on individual taste or preference, therefore the benchmark for measuring may be misleading. User-based view products that meet customers preferences are esteemed as highest quality. This may lead to two problems, one is the differences of customers preferences and the other is the difficulty of unifying the different preferences of customers. This approach can identify the products that meet the needs of major customers. Manufacturing-based view products are complied with the requirements, or specification. This concept applies to both services and products. Good quality product is not necessary in the eye of end-user but in the standards or specification set by the organisation. Value-based view quality is defined in terms of costs, prices and other attributes. Therefore, the materialization of customers decision mostly depends on the quality at an acceptable price. Evolution of Quality There is a changing view of quality during the past twenty years, so improvement of quality is occured from time to time. Quality improvement not only focused in product but also services (Harold kerzner 2009, p.875). Additionally, Harold kerzner has introduced a changing view of quality from past to present as shown in table 2.1. Table 2. Importance of Quality There is no doubt that quality is extremely important because it will bring benefits. The benefits can be divided into two, they are internal benefits and external benefits. Internal benefits and external benefits from good quality Historical Perspectives of Total Quality Management There are four stages of evolution of Total Quality Management, they are Quality Inspection, Quality Control, Quality Assurance and Total Quality Management (TQM) (UTM 2003). Figure 2.2 shows the four stages of Quality Management. Abhiman DasMulmi (2009) recogonised that quality management is also a hirarchical process which is initiated with rough inspection and then developed through quality control, followed by quality assurance under the wider management approach of TQM. Figure 2.3 shows the different characteristics of different stages in TQM. The concept of TQM has been developed since 1950 by various American experts. Among the experts, W Edwards Deming, Joeseph Juran and A.V.Feigenbaum have contributed significantly in developing the concept of TQM. Quality Inspection Abhiman DasMulmi (April 2009) has stated that in order to ensure the basic level of quality to be accomplish, the most suitable use of quality control will be quality inspection. Once the inspector found out the poor quality product which is separated from the acceptable quality product, the product would be scrapped, reworked or sold as lower quality. Therefore, the method of inspection mainly sorts out the conformance and non-conformance of the product, it usually is done by visual inspection or testing (UTM 2003). (Source: Dale 1994) Figure 2. Four stages of quality management Quality Control (QC) Due to industrial advancement, it came to second stage of TQM development. Quality control is a stage above inspection (Abhiman DasMulmi April 2009). The quality was controlled through supervised skills, written specification, measurement and standardisation (Prof. Alessandro Brun 2010-2011). The process of QC involves monitoring and then utilizing statistical techniques to make decision. Quality standard of products and services can be improved and maintained through QC (Abhiman DasMulmi April 2009). Quality Assurance (QA) Quality assurance (QA) is the third stages of quality evolution. It is aim to provide products and services that fulfill customers expectations and needs (UTM 2003). QA can be defined as a process of checking, correcting and controlling is conducted in such a manner that the manufacture/ service providers are aware that all stages of the process are being conducted correctly with the specified standard (Abhiman DasMulmi April 2009). Other activities such as comprehensive quality manuals, use of cost of quality, development of process control and auditing of quality systems are also developed in order to progress from quality control to the quality assurance (UTM 2003). Total Quality Management (TQM) Total Quality Management is the last stages of this development, it involves the understanding and implementation of quality management principles and concepts in every aspect of activities. (Prof. Alessandro Brun 2010-2011) The purpose of TQM is to fully utilise these activities to provide customers with best quality products or services at the lowest cost. Additionally, continually improve quality is the main aim of TQM to become a winning strategy to gain customer loyalty (UTM 2003). (Source: Chew 2000) Figure 2. Different characteristics of different stages in TQM 2.2 Quality Assessment System in Construction (QLASSIC) Construction Quality Assessment System (CONQUAS 21) Introduction In current scenario in Construction Industry, performance of completed product can be measured by implementing either QLASSIC or CONQUAS 21. Both of them are an independent assessment carried out by assessors to inspect, evaluate and measure the quality of workmanship. QLASSIC Quality Assessment System in Construction or QLASSIC is an independent method that developed by CIDB Malaysia to assess and evaluate the construction work which done by workman based on the approved standard (CIDB n.d.). On other hand, QLASSIC also act as a benchmark for contractor to achieve and maintain the quality of construction work (CIDB 2011) According to Ali Faizal (n.d.), QLASSIC is a standard which expected to reduce contentious disputes between relevent parties such as architects, engineers, developers, purchasers, contractor regarding on constitution of acceptable quality and to ensure that the interest of buyers or purchasers is secured. CONQUAS 21 Since year 1989, Construction Quality Assessment System or CONQUAS is introduced in Singapore to serve as a standard assessment system on building project. In year 1998, several features was added into CONQUAS by BCA, therefore, CONQUAS has evolved in a new edition which renamed as CONQUAS 21 (Building and Construction Authority 2008). Comparison Both quality assessment systems served as a same function to assess and evaluate the quality of workmanship of building project based on the approved standard. Besides, both of them are carried out through site inspection by assessors that have no any relationship with that particular project. Marks will be given after the assessment system is completed. Additionally, regardless of QLASSIC and CONQUAS, both of them are act as a benchmark for contractor to achieve and maintain the quality of construction work. Objective CONQUAS 21 was designed with three objectives while the QLASSIC was designed with five objectives. Those objectives was designed and developed for the users to achieve. QLASSIC (CIDB 2006) To standardize the level of quality of the construction industry in Malaysia; To measure the quality of workmanship of building project by implementing standard quality assessment system; To measure quality of workmanship of a building project based on approved standard; To appraise the performance of contractors based on quality of workmanship; and To collect data for statistical analysis CONQUAS 21 (BCA 2008) To have a standard quality assessment system to assess quality of workmanship for construction works To make quality assessment objective by Measuring constructed work against workmanship standard and specification Using a sampling approach to suitably represent the whole project To enable quality assessment to be carried out systematically within timeframe budget Comparison On the whole, most of the objectives between CONQUAS 21 and QLASSIC are same, just present in different wording. The similarity of the objectives between both quality assessment systems is having a standard quality assessment to evaluate the quality of workmanship and measure construction work against workmanship standard and specification. There are some differences between CONQUAS 21 and QLASSIC. Firstly, one of the objectives of CONQUAS 21 is to enable quality assessment to be carried out systematically within time frame and budget. Secondly, QLASSIC is designed with another two objectives, they are to appraise the performance of contractors based on quality of workmanship and to collect data for statistical analysis. Scope In general, scope has been defined as the area or extent of an activity (Kernerman English Multilingual Dictionary 2010). CONQUAS 21 and QLASSIC have set out their scope or the covered area of the assessment. Therefore, both of the quality assessment systems set out the standards for various aspects of construction work (BCA 2008). Assessment on the quality of workmanship is carried out based on the various construction elements in the project and marks awarded are then summed up to give a total quality score for the building project (CIDB 2006). QLASSIC (CIDB 2006) Main elements to be covered in Quality Assessment System are as follows: Structural works Architectural works Mechanical Electrical works External works The above mentioned components can be further broken into different items such as internal finishes, external finishes, roof, sanitary work, electrical work and so on. However, the works such as piling, heavy foundation and sub-structure works which are heavily equipment-based and called under separate contracts or sub-contracts are excluded. Undoubtedly, assessment is primarily based on workmanship standard through site inspection and field testing. Therefore, assessment on structural work and ME works is carried out during the construction process, while for completed building project, assessment on architectural, ME fitting and external works is executed to measure the quality of workmanship. Comparison It is obviously shown that there are four components covered in the QLASSIC while three components for the CONQUAS 21. The only difference between them is QLASSIC has an additional component, which is External works. In fact, the external work of CONQUAS 21 is grouped together with structural work. Due to the additional component of QLASSIC, there are slightly differences on the quality assessment. For better understanding, the following table shows the differences of the quality assessment between them. Table 2. Laboratory testing of compressive strength of concrete and tensile strength of steel reinforcement. Non-destructive testing of the cover and the uniformity of hardened concrete. Architectural works Architectural works are mainly deal with the finishes. The quality and standards of workmanship can be showed obviously through the finishes. Floors, ceiling, window and door and internal wall, fittings and fixtures, external wall, roofs, driveway, apron and porch are works under architectural. Mechanical and Electrical (ME) works The quality of ME works is also important because it might impact the performance of the building once its failure and high cost is involve in rectification works and installation works as well. Electrical works, air-conditioning and mechanical ventilation works (ACMV), fire protection works, sanitary and plumbing works, lifts, escalator and other basic ME fittings are covered under the assessment. External works Lastly, the external works cover the general external works elements in building construction such as the link ways/shelter, drains, road works, car parks, footpaths, turfings, playgrounds, gates and fences, swimming pools, hardscapes and electrical substation. CONQUAS 21 (BCA 2008) For the CONQUAS 21, the assessment is divided into 4 components: Structural works Structural is always deemed as an importance element of whole building because it might incur big amount of failure and repair cost once it failure. Therefore, the assessment of structural work comprises: Site inspection of formwork, steel reinforcement, prefabricated or pre-cast elements, etc during construction. Installation of waterproofing for internal wet areas also included in the process of assessment. Mechanical and Electrical (ME) works The quality of ME works is also important because it might impact the performance of the building once its failure and high cost is involve in rectification works and installation works as well. Electrical works, air-conditioning and mechanical ventilation works (ACMV), fire protection works, sanitary and plumbing works, lifts, escalator and other basic ME fittings are covered under the assessment. The stages of the assessment include: Site inspection of installed works before they are concealed such as the concealed pipes Site inspection of final installed works such as the Air-Handling units (AHU), cooling tower, fire alarm control panel, etc. Performance tests on selected works such as earthing test, dry riser test and water pressure test, etc. Comparison The components of CONQUAS 21 and QLASSIC are quite similar. However, there is only one difference, it is CONQUAS 21 does not have external works. In fact, the external works was grouped together with structural works.
